Is this the same price as EPG Builder?

Yes. Contributor pricing follows the same one-off annual pricing model used for EPG Builder. There is no monthly subscription on this page.

Do EPG Builder buyers get this free?

Yes. If someone buys an EPG Builder guide, the plan is to include member/no-ads access as part of that purchase.

When do I create my password?

After payment succeeds, you will be taken to a secure registration step where you confirm your email and create your password.

Does this remove all ads from the public site?

No. The public site can still show ads. Members use the account area versions of the tools, which are designed to be no-ads versions.
